I think it's because he had success quite young. Another reason is his constant high energy and charisma. Like it or not games (especially close ones) are often won or lost on effort and inspiration. Guys like Gruden, Pete Carroll, the Chin and Sean Peyton just to make a short list, who are totally engaged and even psyched on the sidelines seem to consistently get great performances from their players.

But your point Gruden isn't a great roster builder is pretty accurate, at least historically. Thing is, that's true of a lot of SB winning coaches i.e. they walk into a situation with a lot of the pieces, namely QB, already in place to be successful. I think it's a pretty rare brain who can both team build and coach at a championship level, withstanding the test of time.
