7. More players grow up in Texas, want to play in texas, and prefer to avoid DC unless an absurd amount of $$$ is being offered.

Sure he's holding the team back by not hiring a GM, but the team is more talented year in and out. When Jones dies or Romo replaced, this team is dangerous. I thought players would want to be around III, but I doubt they want to be around Shanahans and instability.
