That's a poor argument because something can be both a conclusion and a belief.

Example: I am sitting in the living room and I hear what sounds like the dishwasher working in the kitchen. I conclude that the dishwasher is working. But since I don't have direct experience of the dishwasher's activities, my conclusion is simply a belief.
