That is exactly what happened. I have been watching the replay over and over from every angle and it is clear that Jansen was left with two guys to block.
Briggs got by Jansen, so Jansen pushed the Briggs from behind. The push was so hard it caused Briggs to lose his balance and actually slightly lifted Briggs in the air. Briggs out of instinct reached down to take down Ramsey and it caught him in the throat.

This is equal to:

1) when a QB ducks to try to escape a sack, he lowers his head and the tackler inadvertantly hits the QB's head.

or

2) when a WR jumps straight up in the air and catches a ball in bounds, but the DB pushes out of bounds. The ref will call it a completion every time.

Jansen's push caused the unfortunate result, not the players intention.
If Jansen had not pushed Briggs, Briggs probably would not have gone for his Ramsey's neck.
