Flowers is good enough to make the Redskins, but he's not really the impact contributor he once was. He's probably going to get a multiple year offer from a team like Houston or Dallas that needs the help more immediately, and the only way he makes sense here is as a one year insurance policy against the stalled development of David Amerson or the sudden decline of Tracy Porter or DeAngelo Hall. Having a guy who can start for you in a pinch is always nice, but the constraints of a 53 man roster make carrying a guy like Flowers as a healthy inactive a luxury that most teams cannot afford.
Given that signing him would require another roster move to free up cap space, I'd recommend that they pass.

You could make an argument for either player being better at this point. Both were top corners last year on defenses that struggled against the pass. Flowers has been almost strictly a man to man guy since he's been in the league, and the Redskins are going to have to play more man this year. But Haslett has traditionally played zone when he isn't bringing pressure, and that leans more towards what Porter has done in his career. I ultimately don't think one projects to be way better than the other, and if the Redskins were happy with Tracy Porter in March, I'm not sure why they would be dissatisfied with him in June.
