He is looking to run, but he could also scramble to his right and see if a receiver shakes his guy, letting someone else make a play. I think back to the Giants game in RG3 year 1, one of his signature plays at extending a play.

But we don't/can't know whether Griffin was looking to run or scramble to make an off-schedule or scramble play. There wasn't any receiver open for the 1st down so Griffin stepped up into open space looking to escape the pocket from there we don't know what he was gonna do scramble or run because he fumbled the ball.
