Make the offer and discuss it with them, giving a deadline for decision or counteroffer...which will be before the franchise tag can be given. Then if they deny or plaining state we don't want to be here...say that is fine, but this is a business. Let them know we are applying a non-exclusive franchise tag and tell them to negotiate a deal with another team contingent on at least one first round draft as compensation along with additional picks. This is the right plan, correct?
