Wentz went down with an ACL injury late in the season. If Wentz shows any signs of not being ready by the start of the season, Foles will likely be retained (unless he sits out and starts demanding to be traded).

Absolutely not. I believe, at minimum, the Eagles ask for a 2nd and 3rd for Foles. Having said that, unless the Eagles restructure his contract, he's going to be a free agent in 2019 with the final three years of his contract void. So, there's a bit of an urgency for the Eagles to trade him to get top value now, as opposed to letting him out right walk in 2019.
