I don't think he'll get 30 million AAV, but that might be because he doesn't need 30 mil AAV. Something comparable to Jimmy G should be fine. If he does get some insane deal (won't rule that out) it's because his agent played teams like fiddles against each other, but really that will only hurt Kirk in the end because he needs a good team around him to be the best player he can be.
