Look at comments after the first statement; Kirk didn't do well with Ryan Grant and Crowder too. We all know Kirk will be highest paid QB and people will expect Kirk to do more than what people expect from game manager because of the contract he will get. I do not want Redskins to spend that kind of money on a QB who is game manager and cannot throw accurate balls all times.

And this is coming from a person who works as quality improvement - collect and analyze data.

If he does get highest paid it will be for a short time only. Aaron Rodgers apparently is waiting to see what Cousins gets before doing his contract.
