Never will happen. And to a degree I agree with G1, the Republican Congress, and now Trump, have never been behind it enough to do what would have happened to make it "work". The difference is that I agree with the Republicans that that's what they should do because it's a terrible terrible concept but you can't put the blame on Obama because his true dream of what he wants was never implemented just a watered down version that was supposed to fail so that when Hillary was elected they could then move to the real system that the liberal progressives want.

Americans are evenly split on the matter so you can't rightly claim it's what America wants, without acknowledging your own "republican" bias in that statement.
