The street free agent who could make the most difference and improve the team immediately is not Dez.
It is Jr Gallette. He had a ton of burst of the edge and scared tackles last year. If he is in shape, he would be low cost and bring something to the D the team doesn't currently have on the roster, a fast twitch edge guy who scares people. I'm not saying they should... If terms could be reached that are acceptable to both Redskins and Cooper, then all three parties would be seemingly happy and the trade would be consummated. All that said, I don't think they should do this nor do I think they will. But I'm just saying the $14M cap hit in 2019 is not at all an obstacle. If we traded for him we would work out an extension first.

Usually Scot McCloughan is accurate with his early round picks....he missed with Matt Jones and apparently he missed with Josh Doctson....
