All owners have "final say." Generally, the Head coach would be in the drivers seat when it comes to pursuing coaches to add to his staff. He would probably run his list of candidates by the GM and Owner and perhaps ask for their help in wooing the candidate, but it would be the HC leading the push.

This report indicates Snyder was the leading the effort - possibly without the involvement, let alone endorsement, of his GM or Head Coach.

At this point Jay and his whole staff (what's left of it ) knows they are done after 2019, how would you feel if you knew your job was coming to an end soon? Next season is going to be a disaster.

we can only hope. We've been so mediocre for so long. we're never good enough to win a playoff game. We're rarely bad enough to get a high draft pick. I HOPE we are bad enough next year to secure to the first overall pick so whoever our new coach is in 2020, they will be able to draft the QB they want.
