He doesn’t. Fox does. He just regurgitates it. It doesn’t even matter. The line is drawn so deep that his base doesn’t care. He will have his 30-40 percent no matter what. Good thing is all the dems that either voted for him or stayed home because they hated HRC will band together in 2020.
