I was listening to Meyer talk about this a few weeks ago. Basically he was saying that DH was just better and farther along than Burrow. Apparently Burrow was an all state basketball player so he wasn't totally focused all in on football.

Meyer speaks very highly of DH all the time, said he's "the best QB I've coached"
