Some drafts just don't have the talent, it varies greatly from year to year.
Having a high pick is a matter of good timing quite often, this year is a great year to have one, but also as a result a great year to parlay that into a multi-pick trade.
Five years ago the league was desperate for good QBs. It just wasn't a good draft so no one wanted to trade up to the top 10, the Redskins were trying to trade down like many of the top 10 teams because there was little value there.
