I think the idea is to provide incentive for clubs to develop minority coaches and executives, rather than rewarding clubs for hiring minority coaches and executives.

Who wants to take a new job where the water cooler talk is all about whether you actually deserve the job, or whether you got the job because the team gets two-three draft picks for hiring you.
