Yeah, he appears to be one of those "if/when healthy" guys.

He's had his share of injuries including a couple concussions, but "if healthy", he looks to be the answer at the slot WR position. He's certainly capable of 600+ yards and a few TDs, and he had his best years with Fitzpatrick.

DeAndre Carter (KR/PR)

Isaiah Wright would likely be the next on the list in case of camp injuries, but I don't see how Steven Sims, Jr. makes the team unless Carter is a total disaster. He was brought in as a return specialist and competition if nor outright replacement of Sims.
