They almost certainly expect the municipality to pick up the tab which is why I just don't see a new stadium deal anytime soon.

Looking at NFL (or College Football) Stadiums that I´ve seen on TV or pictures I notice that in the US it´s mostly "completely open" or "dome". Please correct me if I´m wrong.

In Germany or Austria it´s mostly "open field but a roof over the stands". For examples, please google Fritz-Walter-Stadion or Allianz-Arena.

So, basically, you still have the weather influencing the game as it should be for an outdoor sports but the fans are at least dry even when it´s raining.

You are more or less correct.

Seems to be two schools of thought. There are the purists who like grass fields, open air stadiums and feel the weather is part of the experience. The Packers, Steelers, and Redskins exemplify this.

Then there are those who like hyper-modern, newer the better places including domes. The Raiders and Cowboys would be students of this school.

I hadn't really thought about it before but you're right, us Europeans do like a bit of shelter from the elements. I remember my trip to RFK in '94 and not being conscious of sitting in the sun for 3 hours; nice touch of sunburn afterwards .

As to the advantage I'd suggest cold region stadiums probably see more home field advantage against warm region teams than not. i.e. It doesn't seem to impact the Bills v Patriots results as much!
