There aren't many sites in DC that can handle a stadium and the most obvious site is the old RFK site but that's on Federal land that would require Congressional approval. With them investigating DS it seems unlikely they'd approve anything for this organization.

Change in ownership would make DC a possible. Especially, if the Amazon guy buys it.
