Well of course he is. Wentz is gone and Taylor is a free agent. There's no one else on the roster. He's the off season starter by default.

If nothing else it saves RR fielding dumb "who is the #1 QB on the roster going into the off-season' questions! |

There are other things that need to be fixed. But a good or bad offseason is only determined by 1 thing:
