I'm a bit confused how that was a takeaway from what I said. But no I do not think that.

It would be cool if a President ran on doing no executive orders.

Term limits for congress and no executive orders for presidents would be a good start.

But congress is absolutely useless. Would be a weird 4 years. Nothing would get done.
