Ramsey or Arrington?

Arrington has repeatedly made public that he wants to stay, but that will all depend on how much he's willing to renegotiate. That makes his status 50/50. Ramsey on the other hand, isn't saying the same thing. I think it's probably more likely that Gibbs will look for a replacement backup, or the job simply falls to Jason Campbell.

But here's is my fundamental question:

Where will or can Ramsey go that he will be the immediate starter?
