Just because a player receives the highest tender that doesn't mean a team necessarily has to give up a 1st rounder, if both teams come to an agreement on compensation (as with Lloyd) the deal can still happen.

yeah, but he's not worth our 2nd either... we could draft better in the 2nd. so unless we can get him for a 6th rounder, he's not an option.
