TAKE THE POINTS every time when you are in that situation. If Hall makes that we only need a TD and another FG to tie. If you go for it and dont get it then you would still need 2 TDs to win, not to mention you now have nothing to show fora very productive drive. You cant honestly say it was a bad coaching desicion, can you?

A: Yes, the fact that he missed is awful, but hindsight is always 20-20. Hall is a very good kicker and I would think of that as an automatic 3. Scoring some points may have given the redskins some much needed momentum, and could have potentially changed the game
Yes, it was a bad coaching decision, and if Hall makes it, it's still a two-score game in a contest where your offense is struggling anyway. It's not as simple as "TAKE THE POINTS" anymore with John Hall. 42 yards for him is not automatic like it was 5 years ago. You have nothing to show for a productive drive when you miss a field goal too. One yard was all they needed -- one stinking yard.

Outside runner or not, Clinton Portis is supposed to get you one yard when you need it. Even if you think Portis isn't the right guy for 4th and 1, then why did they bring in T.J. Duckett?
