Not if they are executed in thirty days. When courts allow appeals based on non-evidenciary old issues (i.e. not new evidence, or problems with the original trial), then the costs skyrocket. My father was a judge, and I could relay stories from a death penalty trial he had that would curl your hair (the accused trying to have witnesses killed from jail, some of whom were family members). This person was a threat to others while in custody, and showed zero remorse. Why would a civilized society allow him access to potential victims?

There are some crimes and some criminals that are beyond rehabilitation.
