You're confusing jails with prisons. Jails have to be built near a courthouse. The voters vote on bonds to build the jails. I am not mistaken prisons for jails...to me I think it's moronic that we have restrictions on jails, there is no need for them. They should be and could be anywhere. There will always be someone there to complain, so if that happens, then move them outside of town where no one is.
While I do think we need more prisons, we need more jails even more.
