Remember insurance companies will replace what needs replaced with "new" parts, where as you could probably get away with using "used" parts. I am sure that you would be able to find an used window and steering column in a junk yard. Cleaning the interior and the labor is what is going to really kill your price. Also, re-keying the car shouldn't be too bad, but the wiring could run into problems because if they did hot wire, or whatever, your car there is a chance that they may have ruined other instruments on your dash....
The insurance co. has to total out a car when it hits 75% to value and they DO NOT have to use new parts as the parts on the Jeep were used. This is true for most states and can vary some but its a good rule of thumb. If they do total it out you do have a chance to buy it back usually what they could sell it to a junk yard or a shop for. That side window only cost around $150.00 and the rest is going to have and run another 2,400 before it probably considered totaled. You said they have to re key the car but if the theive did not get the keys why would it have to be re keyed? Having a car re-keyed only cost around $250 to have done.

They have to rekey the steering column because it was completely missing. The locks on the doors are obviously fine.
