I don't think any rational Skins fan thought he could win a Super Bowl just by being Joe Gibbs, but they knew he could add vast stability to the team by being Joe Gibbs.

Come on get real. Gibbs is hired and all you thought of is stability for the team? That was the new term for when he left to as kind of an excuse of his record in his 2nd term. Not something people thought when he came back 4 years ago.
