SUNRA was undoubtedly looking at this when he wrote that the rules state the game cannot be stopped due to a communication malfunction between the headcoach and the QB

"The coach-to-quarterback is not subject to the equity rule," NFL spokesman Michael Signora said. "If one team experiences difficulty with the coach-to-quarterback communication, the other club does not have to shut down."

However, as SUNRA points out Gibbs was indeed quite upset about the malfunction between the booth and the field.

"To me, that shouldn't be in the NFL. If you're having trouble with communications, fix it," Gibbs said, his voice still tinged with anger. "It shouldn't be, 'Well this stadium has communication problems.' This is the NFL. Don't throw that on us."

And in that case, the Browns should not have been allowed to use their headsets either

Under rules in the NFL Operations Manual, if one team has trouble communicating from the coaches' booth down to the field, the other team must not use its system.

However, while the headset was a nuisance it was part of several issues that day. Not the least of which was a costly fumble by Clinton Portis-along with poor special teams play and an inept offense.
