While it may be illegal to tape someone without their knowledge(See post above i.e. Trail Cameras) there is nothing that says you can't put a sign up that tells people they are being video taped and violaters will be fined. A giant sign with a camera and red letters will cut down on dumping 50% I bet.

In Maryland I believe you can tape someone if the camera is in plain sight because it is considered "implied consent."
