Anything other than training camp is voluntary. If he wants to show up on day one and go from there, then nobody should say a word. Now if he doesn't report to camp, as Sparano indicated, then that would be a problem but until then it's just a bunch of lip flap from talking heads.

Even though the OTA's and offseason programs are voluntary you're expected to be there. Especially the OTA's when the coaches are installing the new systems. What Taylor is doing is flat out wrong.
