Instituting a penalty for "horse collar tackles" is not wimpy. That kind of tackle is akin to kicking someone in the knee cap. Besides, if you were a tough guy, would you have to resort to using your body weight to drag someone down by the shoulder pads? IMO, tough guys use violent hits and solid wrap-up tackles to bring players down.
