I have seen player do these finger signs which I thought looked like stuff you see gangs do but was not sure. Maybe they could train the Ref's to all the gang signs and call a 15 yard penalty for any infraction. The problem is, who is to say what's a gesture to a friend/family member/fraternity/deceased loved one vs. a gang sign?

For instance, this might look like a gang sign to someone who doesn't know any better:

But it's actually a gesture for McNair's college fraternity.
