I think a big difference from the Nationals vs the Redskins is that DC had no baseball team before so it needed a much greater corrdinated effort to get a team here. You have to have city and initial tax payer support to get a new team.

Moving team back from a few miles away is different. Its more that the Redskins are allready making money could they make more via a new city stadium. Plus a owner that wants them back where they belong is good. And the city would greatly benefit.
