Even though the state does not require insurance you are still liable for any accident you may cause. In most states if found liable they can take somewhere up to 18% of your income until you have paid back the money you may owe to someone for causing an accident. The scooter itself cannot do much damage but causing another car to run off the road or into another car could get very expensive so get some insurance.
