They could begin giving contract extensions to lots of guys, like they did with Carter and Randle-El. That creates more cap space now. But it's a gamble because if the CBA does get extended they'll put themselves in a significant salary cap bind down the road. If the CBA doesn't get extended and the league goes uncapped, then it's not a problem. The uncertain status of the CBA is making it tough to forecast the team's moves.
