Regarding the thread title, I also think JC is a class act. I think he does have what it takes to take us to the next level. As mentioned earlier in the thread, one man does not make a team. Looking at the perrianal winners of late, it isn't the big "show boats" that are doing it, but more so the quieter, humble ones. IMHO.
I would not call what you wrote a conspiracy theory. I would call it a possibly good motivational strategy. I also would call it likely not too far from the truth.

With both Cutler and Sanchez, we could have pulled the trigger if we REALLY had wanted to. But, in both cases, all that was done was noisemaking.

I think the Sanchez noisemaking had the additional goal of helping Orakpo to fall to us.

I would add that the same strategy apparently is playing out at WR and OL - that is, everywhere where Zorn has openly said that he wants guys already on the roster to "step up" this year.

And, yeah, JC is one class act.
