Yes, that is true. Walsh himself said so. Cincy's OL was terrible so they couldn't run, but Walsh the OC had to find some way to move the ball. So Walsh tried to devise a way to realize the same results as a running game.

That having been said, the WCO has morphed over the years since its birth. Rather than being a crutch for teams with no OL, it has developed into a philosophy to help teams with good OL's to dominate the game offensively.
