You may be thinking of the controlled scrimmages the Redskins used to have with the Pittsburgh Steelers up in Carlisle. They'd be on the Saturday before the first preseason game. Local Channel 5 would broadcast 'em. Babe Laufenberg would usually provide the drama. Don't recall for sure, but they may well have limited contact on the QB's in those affairs.
The Skins also scrimmaged the Ravens for a couple years at FedEx under a similar arrangement, including once when they had to shut it down due to lightning in the area, which of course PO'd a whole lot of fans who had schlepped all the way out there. I think the fallout from that may have contributed to the end of the arrangement.
