I figured that the ball was moving around enough to call it an incomplete.. at the worst, when he had it in his arm, his legs were on Shockey. I think when you can't figure that out.. when both situations work in the favor of one team.. you've gotta make a call in favor of that team rather than just say "we give up, who knows?"

It's not like the game is over, but this is a classic Redskins football game. They are rarely blown out of games. They are usually in each game, but somehow, someway, they also usually find a way to blow the game.
