IIRC it was like 3 quick whistles.. normally at a whistle you stop play, so one person can still react and get the ball because of that

I believe that that's a flaw in the rules

I'm also not big on continuing the review after a TO is called, that's the same as having a challenge. Either give them a challenge or don't review it anymore once the TO is called.
