With a rise in fatal accidents caused by elderly drivers; does the nation need stricter rules on licenses?

VA updated mandatory sentencing for DUIs in early 2005 or 2006. There's a lot more involved in it than a restricted license, sr22/fr44, and a drivers improvement class.
