You can get ticketed for that in NY, not sure what your laws are in regard to that.

don't know if you noticed but in the second picture of my street my neighbors who shoveled their snow into the middle of the street blocking it also left over a foot and a half onto of their car. f-ing douche bags

I just went back and found the pics you posted and you guys got hit pretty hard. I don't think my 4x4 could run through that stuff and now they are calling for more snow.
