You have to remember the 30% rule, meaning if a player's salary last year was 1M, this year it could be no more than 1.3M. Now, where signing bonuses, and option bonuses fit in, that's the question. And where we have an advantage, one would assume. Chicago has 30million (supposedly) of available cash to pay out for free agent signings. That doesn't go to far if you are looking to get Peppers, for example.

Does the rule apply to free agents you sign? I wouldn't think so.

Does that still hold with no CBA in place?

I thought I read somewhere where Snyder clears $300 million a year on just the team alone. So, I think the sky's the limit. Especially with Jerry Jones having to pay his big mortgage, now. Not too many teams in the cash position of the Skins.

There still is a CBA in place. It's just that the rules are different this year based on the circumstances.
