Physiologically, quick twitch muscle fiber is what it is and generally cannot be created or enhanced much through working out. Slow twitch is exactly opposite, where you can build and enhance strength and endurance through working out. RB's/sprinters/boxers use quick twitch muscle, which is why they usually fade very quickly when that part of their body starts to give out.

While I could see CP avoiding some injuries and being more productive late in games if he were in better shape in 2009, I don't think hitting the hole quickly can be fixed. Love to be proved wrong, but I don't see it.

correct, and I understand your point about him losing a step (quick twitch muscles), but it wasn't just a matter of speed. His balance looked very poor. All the things he could've done to compensate some for less speed, he didn't do, and it showed.

I'll be back to correct some things on this later tonight, have a job interview. Either can be enhanced.
