Millen was a great NFL player and at one point many thought him the heir apparent to Madden as the pre-eminent color commentator. He's a really sharp NFL mind...which is why his tenure in Detroit is such a head-scratcher

Not really. Being a great player doesn't mean you know how to draft and build a franchise. He was a great commentator, but there your experience as a player is more directly related to what you do. Building a winning team means being able to manage personnel, money, and be good at politics at the same time. Millen's name was pushed around a couple years before he took the Lions job and I thought those folks were morons at the time. I don't think Madden could have pulled it off(making the Lions winners), and he was a HOF coach. Millen was the GM equivalent of Zorny as HC, totally in over his head.
