Look this move helps out for 2 reasons.

1- If you can't get the big tall WR you want (VJ) to help the team then ya gotta go with picking up a short WR.

2- Due to the fact that McNabb likes to throw dirt balls the team decided to take advantage of this and increase the chances of receptions by picking up/pramoting a WR who is (although normally considered virtically challenged) closer to the dirt.
