Right now they can't trade Ponder, but later when the CBA is finalized and teams are allowed to trade players it could be done. And your right there would be a heafty fine if the NFL found out, but has to be proven that the deal was made when they could not. But let me ask you this.... it's only against the rules to talk to a player who is under contract. Nothing says teams can't talk to teams about contracted players and nothing says teams can't agree to trade players now and trade the actual players later.
The Lockout only means teams can not talk with players, can not trade players, and can not coach players. Nothing says owners or coaches can not talk to each other and nothing says teams or coaches can not come to an agreement so later when trades are allowed they can swap players.
