It doesn't mean he can or can't play just that he wasn't in a situation where he was gonna get a real shot.

There are a finite number practice reps/snaps in an NFL practice and the lions share goes to the starter then the QB of the future or back-up then if there are scraps then the 3rd string QB can get a look running his teams offense.
Otherwise they're running the scout team w/ a simplified version of the teams next opponent.
If you can't compete and make one of three spots, that tells me the guy sucks. Bring in the oft injured Bulger over a young kid tells me all I need to know. A FA QB is in the works.
